MSA’s staff is comprised of diverse experienced and highly qualified professionals from the areas of Civil Engineering, Environmental Engineering and Science, Biology, Accounting, Marketing, among others Miami Office The Miami office is home of the headquarters for MSA. This location handles all civil and environmental engineering work as well as all financial management consulting services. Miami Office (Headquarters) Arsenio Milian, P.E. - PresidentMr. Milian has over 50 years of experience in Civil and Environmental Engineering including design, operations, construction, permitting, management and operation of utility and solid waste systems. He served as Chief Engineer, Vice President and President of the largest developer owned water & wastewater utilities in Florida. He has been accepted as an expert, and has provided testimony before several agencies in the State of Florida Mr. Milian has in-depth expertise in the administration of all phases of engineering, construction, operations and maintenance related to water and wastewater systems including billing, rate regulation and financing. He has also directed and supervised numerous utility system evaluations as well as a participated in one phase of a stormwater utility system for Miami-Dade County, with responsibilities related to the analysis of administrative, operating and maintenance costs. Mr. Milian has many years of experience in participating and directing negotiations with key members of various regulatory agencies in the procurement of permits required for the construction and operation of numerous environmentally sensitive projects. Deborah D. Swain - Vice PresidentDeborah Swain heads up the firm's finance, accounting, and management team. She has over 40 years of experience in utility management, accounting, finance, rate regulation, rate design and system development. She provides financial and management consulting services to public and investor-owned utilities and has also been accepted as an expert in her field. Included in her consulting services is extensive large group facilitation experience. In one project, individuals in various organizations representing different socio-economic groups have been brought together to develop strategic plans, and implement organizational changes resulting in significant cost savings to the group. Ms. Swain has prepared and presented expert testimony in the area of regulatory accounting, rate regulation, and utilities in general, before federal, county, and state courts and regulatory agencies. These include the Florida Public Service Commission, the Board of County Commissioners of Hillsborough, Collier, St. Johns and Washington Counties, the Circuit Court of Palm Beach County, the Town of Jupiter, the City of Miami and the U.S. Bankruptcy Court. Furthermore, Ms. Swain has prepared and supervised cost of service studies for over 200 water and sewer systems, calculated revenue deficiencies and revenue requirements, designed rates, including determination and implementation of wholesale rates and conservation water rates.
Julio Menache – Director of Civil & Municipal EngineeringMr. Menache has over 20 years of experience in project management, civil infrastructure master planning, design, permitting, construction, and administration of private and public sector projects in South Florida, including master planning, design, permitting and construction management of water distribution, sewage collection, transmission and pumping systems.
West Palm Beach Office MSA’s West Palm Beach office specializes in environmental science and biological services. This office has environmental professionals who have held positions within the U.S. Army Corps of Engineers, South Florida Water Management District, U.S Fish and Wildlife Service, and Miami-Dade Department of Environmental Resource Management. West Palm Beach Office Drew Campbell - Manager Environmental ScienceMr. Campbell has over 13 years of experience studying South Florida's marine and freshwater ecosystems. He has experience performing research plan development, experimental design, experiment execution, and technical report manuscript writing and editing. He has participated in many research oriented projects; specializing in those relating to stormwater treatment, chemical treatment, best management practices, and wetland biogeochemistry in order to reach interim Everglades Forever Act's Phase II water quality goals, and Long-term Water Quality Goals outlined in the District’s Conceptual Plan (Long-Term Plan). Mr. Campbell’s experience also bridges to regulatory investigations of the marine, wetland, and terrestrial environments. He has prepared several environmental assessments and biological inventories, providing NEPA & PD&E documentation for Comprehensive Everglades Restoration Projects (CERP) and large-scale engineering projects. Finally, he utilizes his seven years of GIS experience using ARCINFO, ARCVIEW and now ARCGIS to construct geodatabases designed to support these multifaceted regional restoration efforts, regulatory investigations, and scientific research projects. |
